Attorney Rachel Baird, a Yale Law School graduate with over 30 years of legal experience, has built a stellar reputation as a tenacious advocate across civil, administrative, and criminal law. From her early days as an Assistant Attorney General and Assistant State’s Attorney in Connecticut to her private practice established in 2001, Baird has consistently fought for the underdog. Her work before federal courts, including the Second and Ninth Circuit Courts of Appeals, and her recognition as a Super Lawyers® selectee in Connecticut (2015-2016, 2019-2024) underscore her exceptional skill and commitment. Baird is a veteran of the U.S. Air Force and a magna cum laude graduate in International Studies, Baird brings a disciplined, principled approach to every case. Baird’s legal journey has been marked by bold advocacy in high-stakes areas, including Second Amendment rights and free speech issues, often in partnership with Legal Investigator Ed Peruta since 2007. Most recently, Baird has turned her focus to condominium and Homeowners Association (HOA) law, championing unit owner protections and ethical property management. Her expertise in this area led her to become a registered Community Association Manager with the Connecticut Department of Consumer Protection in February 2025, after passing the Certified Manager of Community Associations exam.
A cornerstone of Baird’s recent work is her instrumental role in drafting Substitute House Bill No. 7068, a groundbreaking piece of legislation in Connecticut aimed at enhancing transparency in common interest communities. The bill, which allows unit owners representing at least 10% of an association to petition for an independent audit of financial records under specific conditions, reflects Baird’s commitment to accountability. It successfully and unanimously passed through the Insurance and Real Estate Committee (13-0 vote) and the Judiciary Committee (40-1 vote) in the 2025 legislative session, coming tantalizingly close to full passage. The legislation also revises disclosure requirements for residential property sales, ensuring buyers in common interest communities are better informed.
